Brisbane City Infrastructure Update

Brisbane Airport - Second Runway

The public comment period for the Draft Environmental Impact Statement and Major Development Plan (Draft EIS/MDP) closed on Tuesday 6 February 2007. 196 valid Formal Submissions were received in relation to the Draft EIS/MDP. More than 26,000 hits were recorded on the New Parallel Runway project’s website and more than 280 calls were received.

BAC gave out close to 4,000 New Parallel Runway information kits at displays, briefings, information sessions and by post. BAC placed 110 advertisements in local and metropolitan newspapers about the project, and held displays in 19 shopping centres around Brisbane.

BAC is currently drafting the supplementary report which will be submitted to the Australian Government with the final EIS/MDP for assessment in the coming months. The report addresses all formal submissions made during the public comment period and BAC’s response to each submission.

Northern Busway Progress condemned Trees at Kalinga Park

Queensland Transport's TransLink project team is also undertaking feasibility studies for the Northern Busway Project, including a voluntary environmental impact assessment process. The EIS processes of the Airport Link Northern Busway Projects are being coordinated, where relevant, and opportunities to assess and implement integration measures are being explored.

Gateway Duplication

On the 9th March Premier Peter Beattie flicked a switch to officially start work on Queensland’s largest ever road and bridge construction project, the $1.88 billion Gateway Upgrade. In a variation on the traditional sod-turning ceremony, Mr Beattie remotely started a massive pile-driving machine to begin excavating the first of a series of test holes being driven into the riverbank at the site of the second Gateway Bridge.

The project is set to see 20 kilometres of the Gateway Motorway from Mt Gravatt-Capalaba Road to Nudgee Road upgraded, including a new deviation through the old and new airport sites, providing a second access to the Brisbane Airport. This will mean a whole new crossing over the Brook/Schulz Canal about a kilometre east of the current bridge.

The contractor Leighton Abigroup Joint Venture  is inviting participation in meetings that address environmental impacts of the project, but as these are in working hours this may be difficult for members.

Airport Link

The Coordinator General released the  EIS for public comment from Wednesday 11 October 2006 to Friday 8 December 2006. 296 written submissions were received, raising over 2000 individual matters. 192 were unique submissions from individuals, community groups, businesses, government agencies and other stakeholders. A further 104 submissions were in a pro-forma style raising identical matters. The majority of comments from community members relate to construction impacts, air quality and traffic.

On 20 March 2006 the Australian Minister for the Department of the Environment and Heritage Leading exampledetermined that the Project is not a controlled action pursuant to s75 of the Environment Protection and Biodiversity Conservation Act 1999 (Cth) (EPBC Act) and that assessment and approval of the proposal under the EPBC Act is not required.

The Coordinator-General is currently reviewing submissions made on the EIS. The Airport Link Project Team will be required to prepare a Supplementary Report to address any significant deficiencies identified in the EIS and/or any significant and reasonable matters raised in submissions that have not already been adequately dealt with in the EIS. It is currently anticipated that this Supplementary Report will be prepared during the first quarter of 2007.
